It's basically a running commentary on Japanese culture, pointing out how psychotic/degrading it is. It pokes fun at a lot of anime, the main character is based on a protagonist from a popular Japanese novel that addresses mostly the same thing (and feeling like an alien in society). The book's No Longer Human, which is fantastic if you can get a really good translation of it.
It's basically my brain in anime form. Well, they're stuck in the Showa period of Japan; I'm stuck in the fucking Taisho.
It's a self critical anime that mercilessly chides everything people hold dear. It's a brilliant story on how much the world is a horrible place, but worth living in to spot all the horrid sordid details.

If you think this is strange, you should go watch the OVA openings. Deliciously screwed-up animations. They're gorgeous.
